Manon Boily

President and General Manager

The role of the President and General Manager is to define organizational directions, develop strategies, set goals, and ensure these are carried out. Manon Boily also monitors that all care and services dispensed are efficient and of the very best possible quality, and that all applicable feedback mechanisms are in place to ensure customer satisfaction.

Ms. Boily’s mandate also includes being responsible for executing the Board of Directors’ decisions, corporate affairs, promoting the Institut at all levels of the establishment, and maintaining relationships with all Institut partners.

She also develops policies, procedures, directives, and regulations required for effective management. She is in charge of implementing, communicating, and making available to personnel all Board of Directors’ regulations and policies.

Manon Boily is responsible for developing, implementing, and evaluating a quality control and risk management program. She ensures the application of a complaints procedure for patients as well as a psychological harassment procedure for personnel. She must also manage requests for access to information.

As President and General Manager, Manon Boily sits on the boards of various committees and councils related to the Institut’s administration.

 

Dr. Kim Bédard-Charette

Director of Professional Services, Medico-Legal Affairs, and Mental Health, Addiction, and Homelessness

The Institut national de psychiatrie légale Philippe-Pinel is a secure hospital where the Director of Professional Services (DPS) takes on the delicate task of authorizing all patient movement.

First and foremost, Dr. Bédard-Charette oversees the application of laws and requirements for patient admission and readmission, whether they come from other hospitals, correctional facilities or the community. She is responsible for the development and review of these requirements, establishing a priority-based admissions list, ensuring emergencies are treated without delay and determining what unit patients will be admitted to.

With the help of exit and transfer committees, Dr. Bédard-Charette also manages the circulation of patients within the Institut as well as their eventual transfer to other units. The circulation and transfer of patients is done with their best interests in mind under the most secure of conditions.

As well, Dr. Bédard-Charette works with the exit committee to authorize outings, vacations, and other types of patient leaves, depending on their legal status, ensuring the general public is never at risk of excessive danger.

The performance of these functions requires that the DPS and their team have precise clinical and administrative judgement, extensive clinical knowledge and experience, solid legal knowledge, leadership, credibility, the ability to communicate clearly, and diplomacy. These abilities must be demonstrated inside and outside the Institut as well as when working with all partners in the network.

The Director of Professional Services represents the Institut as a spokesperson across numerous platforms and within multiple organizations. Using her in-depth understanding of the Institut, Dr. Bédard-Charette makes recommendations about treatment modalities and the management of dangerous psychiatric patients when working with ministers, parliamentary commissions, and regional authorities. Her responsibility in this area takes on even more importance considering the Institut operates with a national status.

Dr. Bédard-Charette receives requests from other facilities within the network, and works with them in a cordial and mutually constructive way to ensure the Institut offers all necessary services to patients who require it.

Yann Belzile

Deputy General Manager

The role of the Deputy General Manager is to manage all financial, information, and human resources as well as the quality of communications and legal-affair services, oversee the development and management of information systems, plus plan and manage certain auxiliary services.

The Deputy General Manager is responsible for planning and managing resources as effectively as possible in order to respond to clients’ needs and carry out the Institut’s mission. Mr. Belzile leads the budgetary process and maintains links with the Minister of Health and Social Services, Correctional Service Canada, and other partners.

The Deputy General Director is also responsible for supply services, food activities, and human and communications resources.

Audrey Bouchard

Director of Nursing and Multidisciplinary Services

The Director of Nursing – Multidisciplinary Services (DSI-SM), under the authority of the President and CEO, exercises the duties entrusted to her under the Act respecting health and social services, particularly concerning quality control of professional activity and the advancement of professional practice. The Director is responsible for the vision of nursing and multidisciplinary service practice across the organization, as well as ensuring conditions for continuing education opportunities.

The Director takes a leadership role in nursing and multidisciplinary services by maintaining high-quality standards to create an environment conducive to teaching, research and developing clinical excellence. In this context, she continuously anticipates new patient needs, and in light of available evidence, considers new ways of providing care and using newly available technologies, and proposes continuing education programs to meet the challenges of knowledge transfer. For all programs, she ensures that the patient, family and loved ones have access to a level of nursing care and multidisciplinary services that meet their health care needs through the monitoring and management of quality-of-care indicators and practice standards.

 

Annie Côté

Director of Technical Services and (Major Projects/the Major Project)

The Direction of Technical Services (DTS) ensures a quality physical environment so that the Institut can carry out its mission to be responsible for services related to maintaining the good working order of the physical environment, property, and buildings, including general equipment.

Ms. Côté also ensures the management of the physical facility as well as all services related to hygiene, sanitation, and laundry/linen. She is also responsible for managing construction work and all questions related to environmental health and sustainable development. The DTS coordinates the work of a team of some 50 workers as well as those of numerous subcontractors.

Because of the Institut’s specialized vocation, the buildings and equipment on site are unique within the Québec hospital network. The building itself is 40,000 m2 on terrain that is 10 times larger.

Anne Crocker

Director of Research and Education

The Director of Research and Education reports to the Institut’s General Management. Dr. Crocker is appointed by the Institut’s Board of Directors on the recommendation of the university the Institut is affiliated with. Her 4-year mandate is renewable and in compliance with the responsibilities outlined in the affiliation agreement between the Institut and the Université de Montréal.

The role of the Director of Research and Education is to ensure the Institut’s academic mission (research and education). Dr. Crocker outlines the major research and education guidelines, promoting research, education, and the Institut on a regional, national, and international basis. She also ensures the planning, coordination, and promotion of academic activities. Dr. Crocker is also responsible for the Health Technology and Intervention Methods Evaluation Unit (UETMI) in mental health, justice, and security at the Institut. As well, she chairs the education committee and the facility’s executive committee. Dr. Crocker represents the Institut at the MSSS national table of research supervisors, the assembly of educational directors, and the RUIS education committee at the Université de Montréal.

As a research fellow at the Research Centre, Dr. Crocker actively contributes to the advancement and knowledge of research by leading a research team, supervising graduate/postgraduate students and postdoctoral interns, and leading a research program in mental health and justice. She publishes scientific articles in her field of expertise and participates in local, national, and international research committees.

Martine Haines

Director of Human Resources and Communications

(La directrice des ressources humaines et des communications (DRHC) relève de la présidente-directrice générale. Elle assume un rôle stratégique afin de favoriser l’émergence d’un milieu de travail stimulant, sécuritaire et innovateur.  La directrice planifie et coordonne les activités des différents secteurs des ressources humaines et des communications afin d’élaborer des stratégies d’attraction, de rétention et de mobilisation du capital humain de l’organisation. Elle s’assure de porter la philosophie de gestion du changement et de transformation organisationnelle. Par ailleurs, elle doit, en collaboration avec le directeur général adjoint, assurer des processus administratifs intégrés

La DRHC est responsable des travaux d’élaboration du  plan de communication interne et externe de l’organisation et s’assure de l’offre de service requise pour l’actualisation de celui-ci au sein des autres directions et services. Sa direction assure la conformité de l’image de marque de l’établissement, l’attraction et la rétention du personnel.)
